In many endeavors, numbers are used to characterize, compare, and record trends.  In a managed enterprise, numbers are used to help control and improve performance in the pursuit of goals.  Each number is a measurement of some process characteristic.  “If you can measure it, you can understand it” may not be true for the weather, but it is true for most business processes.  

Improving quality, performance, and productivity has become a primary priority for almost every organization that relies on informational systems.  As your systems grow more powerful, users will demand more powerful, sophisticated products.

Goals are established with respect to the desired extent of quality, productivity, and profit levels over a specified time period.  These goals are derived from and are consistent with the strategic goals of the business enterprise. Metrics are then defined that can be used to measure periodic progress in achieving the development goals. The metric data collected can be used as an indicator of development process problem areas, and improvement actions can be identified.
